The other possibility is that the Emperor knew all along and was playing Vader. It wouldn't be the first time he manipulated Anakin.

I'm sure what you're saying is what is intended. The ANH novelization implied the Emperor (pre him being a dark sider) was so corrupt and insulated that the top Imperial officers manipulated him.

That line can still be canon, actually. From an outside perspective, it would appear as though the Emperor is an isolated figurehead with the Moffs and grand admirals being the real power behind the throne. Little does the galaxy suspect that the Emperor is the Dark Lord of the Sith manipulating events according to his design.

The most likely in-universe answer is that the Emperor knows everything Vader is doing and is subtly letting him know, or at least putting fear into Vader that he cant do it secretly anymore, because Vader thought he was being sneaky.

 

Palpatine is almost never direct, with the exception of the end of RotJ. Telling Vader that they have a new enemy is also a test - will Vader admit that hes known and been chasing Luke for a long time?
