Presumably, the sexual predator was no longer a threat when the dad entered the room. Yet I'm perfectly fine with the beating that took place. I guess that's why some things are just "in theory." Good on him means, good shit, more power to you, I approve etc etc My guess would be that it's an English colloquialism that would would apply when someone would do something (an action of some kind, or achieve something) and a persons response would to be to wish good UPON him, and it's the vocalisation of that.
